Adjust description of CMD_ALLOW_ANONYMOUS_EDITS
`CMD_ALLOW_ANONYMOUS_EDITS` is only applied when `CMD_ALLOW_ANONYMOUS` is `false`, see [here](9c1665ae5b/lib/config/index.js (L71-L73)).
