nrf: fix wrong order configuring gpios.
...
Docs say "PSEL.RXD, PSEL.RTS, PSEL.RTS, and PSEL.TXD must only be configured when the UARTE is disabled."
For some reason nrf52 doesn't care but nrf91 does.
